Angela is a former Senior Manager of SFC’s Fintech Unit and Licensing Department (2015-2023) with over 13 years’ experience in legal and financial industries.
At the SFC, she was the second in command to the Fintech Head and was the main contributor of all SFC virtual asset (VA) and Fintech-related regulations and policies. In particular, she was the primary contributor of the Joint Circular and security token policy, which laid the foundation for intermediaries to engage in VA and RWA-related services. She also worked closely with the Hong Kong Monetary Authority in the formulation of policies relating to VAs and stablecoins.
In addition to the Licensing Department, Angela also worked at the Intermediaries Supervision Department of the SFC, giving her an intricate familiarity with all aspects of regulatory requirements applicable to intermediaries, especially in VA-related areas.
She is a qualified solicitor in Hong Kong. Prior to joining the SFC, she worked in the Litigation and Regulatory Group of an international law firm.
She holds a Bachelor of Laws and Bachelor of Business Administration (Law) degrees, and a Postgraduate Certificate in Laws from The University of Hong Kong.
